Background Draft text

This needs a few more supporting stats in the dossier.

Background

‘Summer reading setback occurs when students return to school after summer vacation with diminished reading skills, presumably from a lack of adequate reading practice.’  (Allington and McGill-Franzen, 2003)

Upper Hutt Library is uniquely positioned to provide a literacy service to children, parents, teachers and the wider community to help prevent reading setbacks and even advance literacy levels. Libraries are knowledge centres of the local community and help foster a child's sense of belonging and citizenship.

The Sumer Reading Challenge is a positive way for Libraries to provide a free service that few other organisations can provide. It bridges the gap that can’t be easily addressed without other infrastructure being in place.

The problems are real (define with stats) if not communicated clear to the audience - parents/schools. But lucky the Sumer reading programmes are very effective.

Support parents and teachers to help prevent the Summer Reading Setback. They encourage children to read and help them gain confidence building relationships.
